The Officer Administering the Government said that, as Mr.Keswick had suggested on a former occasion they would be trained separately from the Volunteers. Arrangements would probably be made with the

Military Authorities for their training.

The resolution which had been circulated was then moved by Mr. R. Shewan and seconded by Hon. Mr.E.Osborne, in the

following terms:-

"That all Males in the Colony of British parentage between the ages of 18 and 20 years be compelled by law to under- go Military training of the same standard as is required of the Hongkong Volunteers for a period of 3 years from date of beginning of such training:

Provided that if he leaves the Colony before such period of 5 yeare and does not return before their expira- tion he shall not be required to complete the training: and pro- vided further that any Member of the Hongkong Volunteer Corps who shall render himself efficient shall be exempt from such con- pulsory training".
